RIOT, short for Radical Image Optimization Tool, is a practical Windows utility for reducing image file sizes while keeping photos suitable for sharing, publishing, or archiving. Its main purpose is not photo editing in the creative sense, but image optimization: making pictures lighter for email, blogs, galleries, and web pages without making them look obviously degraded.

The program supports a broad range of input formats, including PSD files, and can export optimized images as JPG, GIF, or PNG. For JPG files, you can adjust the quality level to balance size and appearance. For GIF and PNG, RIOT provides color reduction options, which can help bring file sizes down further depending on the image.

One of its most useful features is the dual-pane preview. You can compare the original image with the optimized version in real time, making it easier to judge whether the smaller file still looks acceptable. This is especially helpful for non-expert users because you do not have to guess the result before saving.

Compression results are particularly strong with JPG images, where RIOT can significantly shrink files while retaining much of the visible quality. It also has flexible plug-in support and can work with applications such as GIMP, XnView, and IrfanView. With additional input plug-ins, it can open formats such as RAW, HDR, and OpenEXR.

There are a couple of cautions. RIOT does not automatically save your work, and it does not warn you before closing, so you need to be careful to save changes manually.
